Federal Income Tax
Proposed by Senator Nelson W Aldrich (R RI) in the Sixteenth Amendment to the Constitution. The amendment gave the US Congress the power to raise taxes on income, it was passed by congress in 1909 and ratified by the states in 1913.
Social Security and Medicare Tax
Social Security Act. Introduced by Senator Robert F Wagner (D NY) in 1935 and passed by congress in the same year. Medicare was included as an amendment to the Social Security Act in 1965.
Gross Receipts and Compensating Tax
In 1969 Franklin Jones was appointed New Mexico Commissioner of Revenue of the then Bureau of Revenue. He cleaned up administration of the Gross Receipts and Compensating Tax Act and had it comprehensively re-written.

Excise Tax (A tax on things)
In 1791 Alexander Hamilton introduced a tax on whiskey to pay the debt incurred during the revolutionary war. In 1794 George Washington led a force of 12,000 militiamen to quash "The Whiskey Rebellion" by 400 Pennsylvania farmers protesting the tax. (He wasn't taking any chances!)
